Board of Directors


Bashar Masri serves as the Chairman of the Board of Directors of the Palestine Development and Investment Company (PADICO), the largest investment Company in Palestine. Under his leadership, Masri has directed PADICO’s investments towards regions that are typically viewed as high-risk by investors, particularly in Jerusalem and Gaza, in line with the company’s mission to foster the development and reconstruction of Palestine.
PADICO makes strategic investments across a range of critical sectors that contribute to strengthening the Palestinian economy, including real estate, telecommunications, tourism, industry, agriculture, environmental sustainability, and energy.
In addition, Mr. Masri serves as Vice-Chairman of the Board of Directors of Palestine Telecommunications Company (Jawwal), the main telecommunications operator in the region, which established the infrastructure for the Palestinian telecommunications sector to keep pace with global technological advancements.
Masri is also the visionary behind Rawabi, the first modern, planned city in Palestine and its largest project. Rawabi was developed to provide affordable housing for low and middle-income families.
Masri successfully attracted major global companies in the information technology sector to create exceptional job opportunities for Palestinian youth in Rawabi, such as Apple and NVIDIA. The project later expanded to include job opportunities in other areas, including Gaza, Hebron, and Nablus.
In 2021, in an effort to strengthen Palestinian presence in Jerusalem, Masri launched the largest Arab project in modern Jerusalem’s history, “Lana Al-Quds”, which provided thousands of job opportunities for Jerusalemites and helped many Palestinian businesses thrive in the city.
In 1994, Masri founded Massar International, marking the beginning of his entrepreneurial ventures that significantly contributed to the Palestinian economic landscape. Massar has expanded to encompass more than 30 companies operating in diverse sectors, including financial services, real estate, media and communications, logistics, agriculture, and information technology. The group employs thousands of Palestinians and plays a key role in introducing technology into the Palestinian business sector.
Masri also co-founded Al-Ayyam newspaper, the first daily Palestinian newspaper after the establishment of the Palestinian Authority, publishing its first edition in December 1995.
Masri has received numerous awards and recognitions for his contributions, most notably being named a “Global Leader of Tomorrow” by the World Economic Forum and being included in Fortune magazine’s list of the 50 most influential global leaders. He was also honored for his role in enhancing Palestinian resilience and economic development.
Masri devotes considerable time to community service and is a member of several boards of private and public companies and institutions, including the Board of Trustees of An-Najah National University, Palestine Olympic Committee, and Palestine Chess Federation. He also participated in the Middle East Investment Initiative (MEII) and served on the advisory board of the International Finance Corporation (2020-2022).


Mr. Sabih Masri is the founder and Chairman of the Arab Supply and Trading Corporation (Astra Group) since 1966, the company operates in various fields in Saudi Arabia, Jordan and United Arab Emirates, and has expanded its portfolio to include investments in agriculture, commerce, construction, health, industries, plastic industry, telecommunications, hospitality and banking.
Mr. Masri is also a Chairman of multiple corporations, such as the Arab Bank, Astra Group, Zara Investment Holding, CICON Building Materials, Paltel Group. In addition to that, Mr. Masri is the Chairman of An-Najah National University and Fahad Bin Sultan University.
Mr. Masri holds a B. S degree in Chemical Engineering from The University of Texas, Austin, USA.


Mr. Nidal Sukhtian is the Chairman of multiple companies, including Beit Jala Pharmaceutical Company, the Munir Sukhtian Group, the Sukhtian Brothers Group, and Nawaat Algeria Investments.
Mr. Sukhtian is a founding partner and Chairman of the Palestine Industrial Investment Company (PIIC), he is also the founding Chairman of HiGeen; a prominent Palestinian cosmetics company. His investments cover varying large-scale regional development and infrastructure projects, and he is a founding member of the Palestinian Telecommunications Company (Paltel) and the Palestine Exchange.
Mr. Sukhtian holds a B.S. in Business Administration from the University of Houston, USA.


Mr. Yazid Mufti is the Chairman of Cairo Amman Bank and Safa Bank, he also serves on the board of directors of Paltel, Middle East Insurance Company, Middle East Holding Ltd. and Zara Investments.
During his career, Mr. Mufti held executive and operational positions in banking and finance, including general manager of Cairo Amman Bank. He served as deputy general manager at Citibank in Amman for 12 years.
Mr. Mufti holds a B.S in Business Administration from the American University of Beirut.


Mr. Hurani has held the position of Arab Bank Palestine Country Manager since 2013. He holds a PHD from the University of Bolton – UK / Center for Islamic Finance. Additionally, he holds an MBA from An Najah National University – Palestine.
Mr. Hurani is well-versed in leading financial institutions having occupied several executive positions during his career including; Deputy Country Manager , Head of Consumer Banking at Arab Bank Palestine, and Assistant General Manager at Arab Islamic Bank. He has also served on the board of the Palestinian Banking Institute (2015-2019), and the Association of Banks in Palestine (2013-2016) as a Deputy Chairman.
He is known for his sharp acumen in business and finance, with his 20+ years of experience including in-depth knowledge in the strategic management and leadership of banking institutions in Palestine, in addition to financial and investment planning, risk management, FinTech, and financial sector regulations and policies. In addition to his current position at Arab Bank Palestine, Mr. Hurani is a member of Palestine Capital Market Authority since 2019, Also Mr. Hurani represents Arab Bank as a board member in PADICO Holding, Palestine Industrial Investment Company (PIIC), Palestine Power Generating Company (PPGC),and Palestine Electric Company (PEC). He has also rejoined the Association of Banks in Palestine as a Trustee of the Board since 2022, and the Palestinian Banking Institute as a Deputy Chairman since 2024.


Ruba Masrouji is the CEO of Masrouji Balsam. She accumulates more than eighteen years of experience in business development.
Masrouji serves on various companies’ and organizations’ boards; she is the Chairwoman of Dunya Women’s Cancer Center and Tibaq Publishing House. She is also a board member at Al Quds Bank, Arcomed Medical Supplies, and Masrouji Group, in addition to the Popular Art Centre. Masrouji is also a professor at Birzeit University.
Formerly, Masrouji served as the chairwoman and CEO of United Securities Company. She also was a board member of Al-Quds Real Estate and Al-Quds Holding. In addition, she is a former member of the Arab Chamber of Commerce & Industry, Jerusalem.
Masrouji holds an MBA degree from Birzeit University and is a Ph.D. candidate in Political Economics.


Mr. Hisham Masri is the Managing Partner of Al Zafer Investment Company; a private holding investment company that invests in different sectors around the world, that includes banking, insurance, technology, transport, industry and real estate. He is also the CEO of the Automotive & Technical Trading Company Limited which has five affiliated companies in five middle-eastern markets such as Autoexcellence for Service & Parts, Jordan, Moving Parts Company, UAE and Palestine, Autotech Automotive & Spare Parts Technical Trading, Iraq, the First Integrated Auto Parts Company, KSA. Mr. Masri is also the Co-Founder of Tashweesh Software Solutions, a company specialized in developing automobile technology solutions such as the Autoscore car inspection system, JoClaims online bidding system for insurance companies, and DOOZ cars sales platform.
Mr. Masri is a board member at multiple companies, including Cairo Amman Bank, The Jordan Express Tourist Transportation Company (JETT), Coca-Cola/ Cappy (NBC), the Golden Wheat Mills Company, the Vegetable Oil Industries Company, the Young Presidents Organization (YPO), TEMOT International (GMBH) and Haj Taher Masri Company Plc. (HTM)
Mr. Masri holds an MBA from Northeastern University and a Bachelor’s degree in Economics from Boston University, USA.


Mr. Khaled Anabtawi is the CEO of the International Overseas Company, a leading importer and distributor of fast-moving consumer goods in Palestine and Jordan which has delivered significant results for many local and international suppliers in many sectors.
Anabtawi is a member of the Young Presidents Organization (YPO) and the Palestinian Trade Center and a former board member of the Palestine Commercial Bank and the Arab Islamic Bank.
Anabtawi holds a B.S. in Business Economics from the University of Buckingham, UK.


Dr. Dalal Iriqat is an Assistant Professor of Diplomacy and Strategic Thinking at the Arab American University Palestine (AAUP) and a weekly columnist at Al Quds Newspaper. She was named a Young Global Leader by the World Economic Forum YGL in 2021. Iriqat is a Founding member of the Mediterranean Women Mediators Network (MWMN), and the Founding President of Business & Professional Women Network (BPW) Palestine.
Dr. Iriqat served as a Senior Advisor on Strategic Communications at the Prime Minister’s Office. She is the former Vice President of the AAUP, as well as the Senior Policy Consultant for writing the Human Development Report of the UNDP for Palestine. Iriqat taught at the Faculty of Law and Public Administration at Birzeit University.
Iriqat holds a Ph.D. in Public Administration from Paris I Sorbonne, a Professional Executive degree in Sustainability from Stanford University, a Harvard Executive Diploma in Leadership & Negotiations, and a master’s degree in Diplomatic Studies from Westminster University, London.


Tamer is a highly accomplished professional with a diverse background in the field of information and communication technology (ICT). He holds a bachelor’s degree in Economics from the University of Essex in the UK. Currently, Tamer serves as the General Manager and a board member at BCI, a prominent ICT company operating in Palestine and the surrounding region. Throughout his tenure, Tamer has played a vital role in contributing to the success of BCI, focusing particularly on the development of a robust infrastructure that includes an extensive network of showrooms and service centers. This strategic approach aims to offer customers a distinctive service experience and exceptional customer support.
Furthermore, Tamer holds prestigious positions in the industry, serving as the Chairman of both the Palestinian Information Technology Association of Companies (PITA) and Palestine’s Information and Communication Technology Incubator (PICTI). PITA acts as the overarching organization representing all IT and telecommunications companies in Palestine. In addition, Tamer serves as a board member for the Arab ICT Union.
Tamer’s active involvement extends beyond his professional roles. He actively participates in various national, regional, and international committees and networks. Notably, he contributes as a member of the Private Sector Coordinating Council (PSCC), the National Economic Development Team led by the Prime Minister, and the Advisory Council for Education chaired by the Minister of Education. Tamer also holds affiliations with esteemed organizations such as the Middle East Leadership Association (MELA) and the Young Presidents Organization (YPO). Moreover, he serves as a jury member for the Student Company Program (Injaz) and the Sheikh Salem Al-Ali Al-Sabah Informatics Award.
